It appears as though my car is charging just slightly when I'm driving and my foot is neither on the accelerator or the brake. Is this normal? Also, this light is on. I'm not sure what this is....

This is normal. Toyota designed the car so that it has a little deceleration when you take your foot off the gas.
When your foot is off both pedals, the car is not truly coasting. The hybrid system applies weak regenerative braking to simulate the engine drag of a regular car, so that the driving feel is more similar to what drivers are accustomed to. You can eliminate this drag by pressing the gas pedal lightly, just enough to make the CHG bar on the HSI display disappear.
