That's a cross bar to protect the plastic gas tank from being damaged by backing into a low object just like you mentioned. It is fastened by two M8 bolts to two captive welded in nuts instide the frame rails. Two additional M8 bolts going into two M8 closed end "acorn" nuts hold clips that route the two parking brake cables. Check for loose or broken bolts, nuts or fasteners. That is the most likely cause of the rattle. The bar is much cheaper to replace than a damaged gas tank.
