BTW, I don't like the magnet idea. If your goal is to use the stickers and not ruin your paint, the magnets will eventually scratch your paint.
They don't necessarily have better things to do. And they can work together quite well. You can bet that any one-seater breezing down the HOV or cutting a long line at a freeway entrance for the HOV entrance is going to get a full look. In many cases, one messages another who's down the freeway a mile or two and that's the one who pulls you over. As in "Blue Prius - Green stickers" … That's all it takes. And "I wasn't sure about the placement of your stickers" is all the reason they need. Good luck.
As I posted previously, this is the third car, using the same original cut-to-fit magnetic sign material. I do keep the contact surfaces clean, wiping the car with quick-detail and a soft towel before placing the sticker magnet. So far, no scratches of any consequence. Over time, car washes inflict more damage to a cars finish. But then, I don't use commercial car washes and I do all the polishing and waxing myself, and a polite person might describe me as "detail oriented" when it comes to cars. If a scratch is there, you can bet I'm going to find it.
I still cannot believe there are people that actually think this way. Nancy Pelosi could not have made a more pityful statement. If a government program is needed for something to succeed, then it isn't very good to start with. I assure you the Prius is NOT a succeeds because of the bankrupt CA government.
While the HOV clean-air decals come from the state, they had to be approved by the federal government, since there is federal funding involved with the HOV lanes, and they have to approve any deviation from the minimum-occupancy rule.
I promise I'm only going to say one thing on this highly-charged political issue, and then I will shut up (even though there is so much more to say!) Almost every innovative idea, change, infrastructure improvement, etc. in this country, and, frankly, globally, has been catalyzed by government assistance, intervention, subsidies, etc. It is rare that progress or innovation occur in a vacuum, with little or no government encouragement.
in fact if you look into it, the prius likely only exists because the japanese took the clinton administration's CAFE standards seriously. then the joke was on them when bush came in and undid it all. luckily for us the die was cast and toyota (and honda) went ahead with hybrid development full-scale. honda's design didn't work out that well but obviously toyota's HSD is a huge success.
Are you confusing CAFE standards with the Partnership for a New Generation of Vehicles, created during Clinton's first year? Under Clinton, CAFE standards didn't change at all for cars, and only barely for SUVs. Bush, who cancelled the above program during his first year, did raise CAFE standards in 2007. Obama later accelerated Bush's schedule. Honda's design actually did work out well for many years, but was eventually eclipsed by Toyota's greater success.
you are right, it was a toothless compromise in lieu of raising the CAFE standards. toyota and honda followed the lead though, while detroit took the money and then begged off.
Well Roger, you are the exception. Most people wouldn't take the extra time to clean the surface prior to applying the magnet, and obviously any dirt between the paint and the magnet will scratch the paint. Just like those yellow ribbon magnets; if you take a peek underneath one on any given car, you will more than likely see that the clearcoat has been worn to some degree.

I bought mine in a sheet from a sign shop, back when the yellow stickers first came out. (See my post #10 in this thread.) It is white, rather than black as shown in the picture. You are correct, the bumper is plastic, along with the lower sections of the rear fenders. The OP was thinking of putting a magnet inside somewhere to make the sheeting work, I think.
