Since Sea Glass Pearl is a 'pearl' color just like Blizzard Pearl, anyone know if there is an up-charge for that color in the PiP?

No. BP is a 3-coat pearl paint.

Seaglass is just a regular "pearlescent" colour. When I see Toyota attach the pearl suffix, I see a shiny, pearl-like surface without the metallic flakes of, well, "metallic" or "mica" colour suffixes.

too bad actually. i think it would be really cool if the sea glass was a "pearl" color, would make it much less boring and plain.
    BP is $220 exactly.

I think that the $220 extra for the Blizard Pearl is bad but that's because I ordered the White and have to pay extra.

The Blizzard Pearl is a three step paint process instead of two. That's the reason for the $220 extra charge. Normal metallic paints only require a paint coat and a clear coat. The Blizzard Pearl requires a base coat, and then the color and clear coats.

The price is within industry norms.
It's far better than the $600 to $700 Scion once charged for a primer only car.

While the pearl coatings are very nice, don't forget that special paints will also be more expensive - and harder to match - when the inevitable happens and it's time to do some bodywork.
