Search on "strut tower bar" in the Gen III Mod forum. HAWAIIBUILT has great install instructions. I've got some comments/mods to his procedure in the same thread. If you want a block heater, get one first and install that during the STB install as well.

These instructions for adjusting the preload are for a Tanabe bar for a Nissan, but I would think it would be the same procedure for a Prius. Tanabe Sustec Front Tower Bar-S13/S14 240SX 180SX Silvia
I don't think it matters on a Prius, but you can try it. One tip: when you install the bar, arrange the ends such that the broad face of the bar is vertical when it's bolted up. Then rotate the bar up & to the back to tighten up the link. My bar is at about a 45 degree angle.
