Cover for the tow hook. The hook is in the rear in the storage bin. You screw it into the front when you need a tow.
Its for towing your prius........you'll find the bar/hook near the jack/parts in back and how it goes together in the owners manual. Really read the towing section as most tow operators will know little of how to move a disabled prius without damaging the drive train.
I don't think this question has been answered enough: It's for towing the Prius. The tow-hook screws in. It's in the back. The manual explains how it all goes together. That was fun. Everyone join in...
