Does it have factory foglights? If so then your have HIDs. If not then your don't have them. You can add projector HIDs fairly easily if you are handy with tools. I would not recommend adding a plug & play HID kit to a halogen housing.
What F8L said. Also if you turn on the headlights at night and they appear blue at first, they're HIDs.
If you have fog lights, then you have HID lights. For the 06-09 model, package #4+ said "HID head lamps with integrated fog lamps."

Your car already comes equipped with the best bulb you can buy for a 35w ballast. The only way to make it brighter is to retrofit a projector headlight into your factory housing. Click on the "Morimoto Mini D2S" link in my sig for more info. Because you have a 2004 model your bulb may have lost brightness. You may benefit from just new bulbs but when I tried swapping bulbs I didn't notice much of a difference. Trust me, I tried upgrading bulbs and ballast and nothing gave me the results I was looking for until I did the retrofit. There are companies that can do the retrofit for you if you need help. A plug & play kit is just an HID ballast and bulb kit. They will make a non-hid headlight brighter but at the cost of blinding other motorists because the light is unfocused in a halogen reflector headlight.
Thanks F8L, now i understand it a little bit. Also your Morimoto Mini D2S is very detail step-by-step and does look great, but it is more than DIY job that i can handle. My 2004 has Right side bulb brigther than lelf-side (driver side). I might just want to replace both both bulbs to make them more even (or little bighter with new bulbs). My foglight lense (housing) is also cracked & broken. I will buy the foglight housing if i have chance to do them all as well. Do you know where I can get (online) those housings that can fit as OEM on my car? Thanks. Your Blazer foglight looks good but too much work/modification for me (scare of making thing worse on my car).
Sure you can just replace the bulbs. It may be a bit brighter because your bulbs have a lot of hours on them. At least they would look the same. Here is a source for new foglights. I usually see them for about $35-$45 each. You can also check eBay. RockAuto Parts Catalog True that! BTW, did my Eibach springs today and it looks great.
I'm uploading them now. Nothing fancy. Just some measurement shots and one of the car in the shop. It's raining so no glamor shots yet. lol I went to my buddy's stereo shop and the 3 of us just did them. He didn't charge me so total price was $500 for the springs, struts and install.

It doesn't mention if they are oem or not but they look right. I hope they have a glass lens and not plastic. If you other foglight is in good condition you can just buy one from rockauto but I have a feeling your other one is rock pitted like mine were.
