Toyota initially stated that they were recalling all Prius in Japan only. Today :Toyota is recalling all Prius worldwide. Why didn't Toyota just say they will recall all Prius in the beginning? That was a bit shady or only they were taking care of their own country.
Toyota, like all companies, runs pilot test on things first. These pilot tests are always done in a close and friendly environment. Toyota launched the Prius in Japan first as did Honda with the Insight. GM will launch the Volt in the US first. All I'm saying is that it is not unusual, and therefore in my opinion not shady, that Toyota would try their fix close to home rather than releasing it upon the world untested.

It was for the feel of the brakes, specifically ABS when the traction if lost. It only happens with the loss of traction during pure regen braking.
It is a momentary pause in braking, ~800 milliseconds, if you have these four conditions: Speed under 19 mph (~30 km/h) Braking at a constant, moderate rate, pushing harder stops instantly Slippery street, rain or loose debris Speed bump or pot hole so deep it needs to be repaired If you Prius was sold after January, 2010, you should already have it . . . unless your dealer is exceptionally poor.
