AC low high side pressure “normal?”

Is it normal to have the air conditioning high side pressure be below 70 psi ? Also is it normal for a shop that use the vacuum ear bleeding method on the engine coolant and the hybrid inverter system do not know what they’re doing and leave the system low on coolant to run the engine
