Could I potentially install the hid lights later if i go with a lower package. If so, does anyone know the cost or if there's a reasonable difference than to just buy the hid package?

I can't think of any factory option that would be reasonable to retrofit in a Prius or any car. Except maybe leather, but you won't get the steering wheel.
Most options are deeply integrated and computer controlled more than may seem appearant on the surface. Always, always, always get what you really want when you buy a car. Don't settle for something less and rationalize you can retro-fit later. You'll just be disappointed in your purchsase.
If you can't afford it, save up until you can.

Note also that all Touring Editions have the HIDs.

For the $900 price difference between Standard pkg #2 and Touring pkg #2, the Touring pkg #2 is a real bargain -- you get the HIDs, fog lights, tuned suspension, bigger and nicer wheels & tires (plus a bigger spoiler, which I don't care for, but others do).

Wouldn't it be nice if some Manufacturer would sell their cars with all the wiring/connection points/bracket etc. already installed in the car so all anyone had to do was buy the option and plug it/fasten it/screw it in! In the long run it would be cheaper than financing the option over the next five years! I suppose it is because if you don't get the options at the beginning you will trade it in later for one with the options you wanted but maybe couldn't afford. That way they sell two cars.

Yeah but those won't don't want it get stuck with the cost of all the wiring (which adds weight when you put them all together).

e.g. the new Corolla comes with satellite radio prewire (antenna and wiring). The Sirius option is Cdn$600-700 depending on province and the XM option is $300-$400 (taxes extra, installation included). So I don't foresee too many people getting it, turning to a portable version but then you have to cost of the wiring included.

Or back then when they had "telephone prewire" in the luxury cars.
