Center screen MFD not lighting up? Voltage at panel fuse #17?

OK, here we go

So a new to me 2007 prius, NON jbl, center MFD screen wont light up. I sent it out to Autobeyours for a refurb. It comes back and still wont work. Radio turns on, clock works, odo button works, but no screen. now, there is a Fuse labeled "#17 PANEL" 7.5 amps. After working with a volt meter all the fuse electrodes read 12V except this one. with the fuse out, it reads 8.76 volts. with the fuse in it reads zero. any idea whats next?

it was like $300. I dont think the problem is in the screen

 

WHOOPSIE!! turns out that fuse #17 is only hot when the headlights are on, and the problem was fuse #13 ECU-B! new, fuse in, MFD works better than any I've seen. woohoooo!!
