For me, in Canada, from dealership parts department. For US dealerships there’s apparently a dirth of supply, not sure why.

FYI: there is a recall on certain iterations of the block heater, including the one I’m currently using. I’m in contact with dealership, they’ve acknowledged mine is subject to recall, say they’re talking to Toyota Canada, waiting for “something”, which is dragging on.

I use ours before cold-starts, almost without fail, year ‘round. In one of the more balmy areas of Canada: west coast, lower mainland.

I assume this is the recall.
    Transport Canada Recall - 2021723 - TOYOTA - Canada.ca
    The corrective action looks ominous...
    Corrective Actions:
Toyota recommends that you should stop using the engine block heater immediately. Toyota will notify owners by mail and instruct you to take your vehicle to a dealer to disable the engine block heater. For some vehicles, the corrective actions for this recall are under development. For others, a new engine block heater cannot be installed, and the owner will receive a refund of the purchase price of the engine block heater.

So basically, have it disabled or receive a refund of the purchase price. That is not making the user whole again. I assume people get block heaters because they NEED them.
    EDIT: Another article.
Toyota Engine Block Heater Recall Issued in Canada | CarComplaints.com
Owners will be contacted in January 2022 about the Toyota engine block heater recall, but Toyota can be contacted at 888-869-6828 or Lexus can be reached at 800-265-3987.

Toyota didn't announce if a U.S. block heater recall is planned.

I was never contacted directly by Toyota Canada, even though the first one was installed by dealership, at the time we bought the car. As I mentioned, it’s been likely close to two months since I contacted dealership service department manager, and they’re apparently still waiting to Toyota Canada.

I think I also saw an earlier recall in 2017. The article I posted has Toyota's number to call though.

Well I contacted our local service manager, and he says he's communicating with Toyota Corporate, think I better leave it at that.

FWIW, it's worked flawlessly for the 4~5 years since I installed. Possibly because it's got heat-transfer grease this time around. Back story:

About 5 years ago I replaced the one installed by dealership, when we purchased new, in 2010. It had shorted out, right where cord goes into the element. When I pulled the first one, it was totally clean/dry, no evidence of heat-transfer grease, not even some residue.
