I removed the egr valve to clean and was unable to remove the screws holding the connector/magenetic cap. I then proceeded to clean the egr and pulled the valve plunger up. The plunger will not retract by itself. It only retracts if I push it back down.Does anyone know if this means the EGR Valve is defective?

Your EGR valve is most likely OK. You need to use an impact driver like this to remove the tight screws holding the EGR valve together.

Once I removed the JIS screws, I replaced them with hex head cap screws.

No there's nothing wrong with Amazon but I paid about $30 less than that from somewhere in a Google search the latest valve that covers this series car and it wasn't too long ago actually and now that car is junk so I have a brand new valve that's been on the car about 20 minutes anyway no nothing wrong with that but you can do probably better and yours should be okay yours is the latest updated part I think 2014 should be

What would be wrong with it if it is sticking in the open position?

the valve was closed when I took it off. I could not get the screws out. I then poured oven cleaner in the side hole where you can see the plungers metal post. after several attemps I was able to lift the plunger and open the valve but it will not spring back on its own

That's totally the way it's built. Just mash it closed again with your thumb(s). As long as you feel/hear a smooth motor whirry sound inside while you're pushing, that's no different from what it does itself when the ECM closes it.

There have been photos posted here of some aftermarket EGR valves taken apart that I was surprised even lasted the weeks that they did.

Is it spring loaded open or spring loaded closed?

It isn't spring-loaded either way. The ECM doesn't 'hold' it open or closed. The valve stays wherever it was left last. The ECM moves it when it wants more open or more closed.

(There is a spring on the pintle stem, which tends to close it when you have the motor disassembled, but it isn't enough to spin the motor in the closing direction when everything's put together. It has more the effect of making sure the lash between the rotor and the pintle threads is always taken up on the same side.)
