The turn signals are going nuts -- the faster I drive the faster all four lights (two in front and two in back) flash and when I stop they act like I have the emergency flasher turned on. I assume that the flasher relay is the first thing to replace to attempt a fix.

However, I'm getting mixed posts. Some say that the Prius V does not have a flasher relay that is replaceable. Can this be true? I've hunted around under the dash and under the hood and can't see what looks to be like a flasher relay.

So am I looking for something that does not exist, or does it exist and I'm just not looking hard enough?

It does not exist. It is part of the combination meter display. Did you install led bulbs?

Say no more; you've got an amusingly (except when it happens to you) common gen 3 Prius issue, described further in this thread.

That thread was written about gen 3 liftback, and some of the more obscure wiring details (like colors, or pin numbers on intermediate junction connectors) might be different in the v. If I remember right, v builds the flasher "relay" into the combination meter, while it's a separate box in the liftback. But I doubt the important pin numbers at the brake actuator are any different.
