I've been doing a bunch of digging over the last day but am stuck. My dad run his 2010 prius out of gas last night.

It is reporting a hybrid system problem.(the battery pack was replaced a few years ago and shows 2 bars remaining)

It also has all warning lights lit up

I added 7 gal of gas.
I've checked for codes using torque, none reported (I tried clearing codes anyway)
I made sure the 12v battery is fully charged
I've disconnected the 12v battery for a while and tried
I've put the vehicle into maintenance mode

but I don't hear it even try to crank the ICE motor

I don't know how many times my Dad and AAA attempted to start the car before I got there and they decided we needed to tow it home.

(and just to complicate things, the hood latch is damaged in a separate incident, so I will have to cut metal to get the hood open)

Any suggestions on the next thing to try? (apologies if I've missed something obvious, but from the list above, I have done a fair bit of digging)

I mean having two bars left in the hybrid battery after running out of gas I guess it took a while for somebody to register they were out of gas and they were trying to restart the car restart the car restart the car because well whatever reason old and hard-headed whatever it is so that may be an issue now after it sits about 11:00 or 12 hours it'll surface charge again a little bit so I wouldn't think that's your problem the 12 volt is fully charged and showing 12 volts if you short the 12 volt with a coat hanger wire and a pair of gloves it gets real hot the coat hanger wire and then when you measure the 12 volt with your flukey your back up to 12 volts directly not in an hour? Then you should be good when you put your car on and all that do you hear the fuel pump running If you get near the back seat you can If you have codes lit up the lights like you say you need to really read the codes and see what you got obviously 3190 or what have you for the car not the ice not starting but there's other things possibly You need all those codes without the codes you're just pissing in the dark

I have heard stories of fuel pump losing prime when the tank goes empty, and having great difficulty in re-establishing prime. You need to reprime the pump.

The hybrid battery may be too low to turn the engine over. If so, you'll need to
charge it up enough to be able to turn the engine over so it can start.
You could try running the fuel pump with a jumper for maybe 15-30 seconds to make
sure you have fuel in the lines and pressurised.

What codes did you get for the hybrid battery?

There are no codes read via the ODB2 interface, the dash shows the hybrid problem banner.

The car did sit for 12+ hours after it was towed home before I started looking at it. And the battery did get disconnected before I tried to read any codes.

what do I need to do to get the fuel pump to prime? or to manually run it?

there is a little bit of a wirring sound from the car at some points, but it's not clear where it's from.

I thought the starter was powered by the 12v battery? (after all, you can jump start it via 12v)

if it doesn't even try to crank the engine, battery state of charge would be my guess.

The starter here is a motor generator, which is powered by a high-voltage battery and an inverter converter. Hundreds of volts.
A 12V battery is needed to start and check all systems, turn on the high-voltage battery relay contactors. If the high-voltage battery has problems during testing, the contactor will not turn it on and will not supply power to the inverter. Therefore, you will not hear the sound of the motor spinning up.

If you have an OBDII scanning device?
Then you can connect Android programm Dr.Prius.

Okay? Then what? 30 minutes after taking the charger off, what was the voltage?
What else have you done? Are you going to be getting a code reader that will
work with the Prius so you can read the codes for the hybrid systems?

Will 2 pushes of start button without foot on brake (aka “on”, car fully awake but engine not started) light the display that shows hybrid battery state of charge? I think so.

re: starting, interesting. I have run the 12v battery down before and needed to jump start the car, I didn't realize that was only for the electronics (and we replaced the HV pack a few years ago, it was pretty dead, but never had a problem starting.

When I turn on the car (two presses of start) it shows 2 bars for the HV pack

trying to cover what was done in order

initially they added 1-2 gal of fuel and tried to start it, AAA attempted to jump start it (why, I don't know, the 12v battery wasn't dead)
    we towed it home
after doing some quick google searches, I disconnected the 12v battery for 10m or so and then reconnected it and tried again. After trying this a while (while doing more searches on my phone) the 12v battery was getting low, so I put it on a charger overnight.

again disconnected the 12v battery for several min
    added 5 more gal
again disconnected the 12v for several min
hooked up an ODB2 reader with torque (I just downloaded dr prius), no codes reported, reset codes anyway
tried putting it in maintenance mode (a few times as I wasn't sure it really worked, I got the maintenance mode message on the display, but nothing else, I finally watched a video and saw that the ICE was expected to turn on after a few seconds)

it appears that dr prius isn't happy with the odb2 readers I have :-( I'll have to order another one. Torque connects to them, but dr prius doesn't, and when I load the prius pid pack into torque, it doesn't show any data for the prius specific things

It's now only showing one bar on the HV pack
here are pics of the two odb2 readers I have and the dash showing everything lit up

here are the insides. I've ordered a couple more odb2 readers from the recommended list (panlong and veepeak ble+) and will try dr prius with those once they arrive

    Yes.

The state of charge of the (high voltage) traction battery was what I had in mind, as that's the battery used to crank the engine.

^ Hopefully @David Lang notes this and checks.

    Ah, just noticed this.

The hybrid battery is extremely low. You NEED to charge it.
It in now likely too low to turn the engine over.

aaa has NO idea how to "jump start" a Prius. Because you can't. You're just supplying power
    to the 12v battery.

You might want to check for any vacuum hoses that might have come off.

You could remove the bottom seat cushion rear seat. Then have some listen to the fuel pump
when you ready the car. Running out of fuel might have burned it up.

I notice the triangle light is on. So there are trouble codes to read from the hybrid system.

I would not be surprised if the code, when read, is P3000-388, or "traction battery charge is too low and discharge is inhibited".

In the past I have been able to read codes, but it is not showing any codes now.

How can the traction battery be charged?

It is possible to charge each module separately by disassembling the high-voltage battery.
Hobby chargers are used for this.
It is possible to charge the entire high-voltage battery using the Prolong system, or homemade analogs based on power supplies for LED strips.

! In any case, it is necessary to observe safety measures with high voltage!

new ODB2 adapter arrived (thank you amazon same day delivery :) ) in torque I'm seeing the HV pack at 210v (15v/bank with <.25v variation between cells) and dr prius is giving poa80poa0d error (looking up P0A80 says replace the hybrid battery)

Your high-voltage battery is discharged. 24.71% This is not enough to turn on the hybrid system to start the gasoline engine.

The second error P0A0D may have a subcode.
Associated with blocking the high-voltage system. Is the orange connector inserted correctly?
