Probably cheapest/easiest to look at this as separate pieces: two simple roof crossbars with one "fence" attached on top of them.

 

Yeah if you look on Amazon or eBay you'll see a bunch of roof rack systems that can fit your Prius various schemes to attach it to the roof look at the big manufacturers and you'll see how they do it most copy that and then once you have the bars you can have all the silly attachments a flat racks flat racks with short sides etc all that A basket you name it
