does the gen4 use the same transmission oil as gen 3, reason for asking is I noticed on ebay toyota is selling normal ws oil and ws premium oil.

Yes, Same as Gen 3. My ebay search did not find any titled Premium. Searching JUST for premium shows one seller using the word premium, but the picture is the same bottle as everyone else, directautoparts2 is just adding the word

The transaxle fluid spec is at the back of the Owner's Manual:

    (from pdf of 2016 manual)

Check with local dealerships too, don't assume online is cheaper. My last purchase was August 2016 through a dealership: $9.14 per liter, in Canadian funds.

And "premium" is just bs I think?

I'll attach a couple of pdf's. The first is an excerpt from 3rd gen Repair Manual, the transaxle fluid replacement instruction. The second is a TSB, some info on Toyota ATF WS.

The second document was a new one for me, and in it they say you should only use new, unopened bottles of the fluid. If a bottle's been opened, partially used, sitting for a while, it can absorb moisture from the air. I'm not sure how much credenced I give that. I've done 3 changes, and I've used up what I had left over from the previous change, hopefully, and I suspect so, it's fine.

If you open a new bottle, pour half of it out, cap it tightly, and sits for three~four years, what all happens? I know stuff does appear to happen with brake fluid, the one thing I note is the flexible plastic bottles get rigid from the fluid line down.

Anyway, guess I'll recycle the left over 1/2 liter I've got at present.

Think you mean when to change it? Presuming your 2016 has quite a few miles, and it’s likely never been changed, it would be good to do it now, and then maybe once more in about another 50,000 miles.

This is excerpt from the Repair Manual, for transaxle fluid change on your (4th Gen) 2016 Prius:

    you can download too.

also see link about transaxle fluid change in my signature. On a phone turn it to be horizontal to see signature.

Yep I did my wife's 2017 last summer...super easy job...hardest part was breaking free the fill and drain bolts (10mm Hex) Took 3 and 3/4th qts to fill it.
Tip: Have a funnel with a log hose attached (about 2 feet) to use to fill it back up from above the engine....you'll just need a spotter underneath to let you know when it starts to overflow. (Else you have to pump in almost 4 qts...not fun.)
I didn't write the part number down, but you'll also need two crush washers to replace on the bolts.
