I'm self reporting this post because it has potentially some political content. I've understood that Government regulations are fair game but partisan stuff belongs in 'House of Politics.' Just I see this a problem of trying to regulate what you don't understand.

    Source: https://www.whitehouse.gov/briefing-room/statements-releases/2023/10/30/fact-sheet-president-biden-issues-executive-order-on-safe-secure-and-trustworthy-artificial-intelligence/
    • Require that developers of the most powerful AI systems share their safety test results and other critical information with the U.S. government. In accordance with the Defense Production Act, the Order will require that companies developing any foundation model that poses a serious risk to national security, national economic security, or national public health and safety must notify the federal government when training the model, and must share the results of all red-team safety tests. These measures will ensure AI systems are safe, secure, and trustworthy before companies make them public.
    • Develop standards, tools, and tests to help ensure that AI systems are safe, secure, and trustworthy. The National Institute of Standards and Technology will set the rigorous standards for extensive red-team testing to ensure safety before public release. The Department of Homeland Security will apply those standards to critical infrastructure sectors and establish the AI Safety and Security Board. The Departments of Energy and Homeland Security will also address AI systems’ threats to critical infrastructure, as well as chemical, biological, radiological, nuclear, and cybersecurity risks. Together, these are the most significant actions ever taken by any government to advance the field of AI safety.
    • Protect against the risks of using AI to engineer dangerous biological materials by developing strong new standards for biological synthesis screening. Agencies that fund life-science projects will establish these standards as a condition of federal funding, creating powerful incentives to ensure appropriate screening and manage risks potentially made worse by AI.
    • Protect Americans from AI-enabled fraud and deception by establishing standards and best practices for detecting AI-generated content and authenticating official content. The Department of Commerce will develop guidance for content authentication and watermarking to clearly label AI-generated content. Federal agencies will use these tools to make it easy for Americans to know that the communications they receive from their government are authentic—and set an example for the private sector and governments around the world.
    • Establish an advanced cybersecurity program to develop AI tools to find and fix vulnerabilities in critical software, building on the Biden-Harris Administration’s ongoing AI Cyber Challenge. Together, these efforts will harness AI’s potentially game-changing cyber capabilities to make software and networks more secure.
    • Order the development of a National Security Memorandum that directs further actions on AI and security, to be developed by the National Security Council and White House Chief of Staff. This document will ensure that the United States military and intelligence community use AI safely, ethically, and effectively in their missions, and will direct actions to counter adversaries’ military use of AI.
As an executive order, it reads more like a goals and objectives than a regulatory or enforceable sanction. The challenge is the sophistication needed to do anything with the proposed AI reports far exceeds our common knowledge much less bureaucratic structures. The term "Pearls before swine" comes to mind. Worst case, put AI under the direction of self-proclaimed software expert Dan O'Dowd and it will quickly die ... in the USA.

I care because Tesla (my TSLA stock) is building out an extremely powerful AI computer system called Dojo. Dojo is a combination of custom designed hardware and software: "the D1 chip and its plans for "Project Dojo", a datacenter that would house 3,000 D1 chips." It converts video images into training instructions for Full Self Driving. But what stops some civil servant declaring Dojo to be "unsafe, unsecure, and untrustworthy?"

New technology has always threatened the status quo. Land line, analog telephones by pocket and wrist watch sized cell phone (Dick Tracy phones.) Claims that social media lost an election and has become addictive to others, usually the young. Just another form of 'book banning' when the ignorant and foolish try to blame someone else for inflated problems.

So I'll leave this post with one of my favorite Richard Brautigan poems: https://allpoetry.com/All-Watched-Over-By-Machines-Of-Loving-Grace

    I like to think (and
    the sooner the better!)
    of a cybernetic meadow
    where mammals and computers
    live together in mutually
    programming harmony
    like pure water
    touching clear sky.

    I like to think
    (right now, please!)
    of a cybernetic forest
    filled with pines and electronics
    where deer stroll peacefully
    past computers
    as if they were flowers
    with spinning blossoms.

    I like to think
    (it has to be!)
    of a cybernetic ecology
where we are free of our labors
    and joined back to nature,
    returned to our mammal
    brothers and sisters,
    and all watched over
    by machines of loving grace.

Grandpa tryinig to explain an Atari set to the kids.

He probably should have farmed out the presser to an S&T type.....

    I agree.

We were taught that to assess progress or judge/regulate you needed specific measurables that you can benchmark and chart.

I saw none on my quick read.

There are cybernetic forests and farms now, although they are more 'Internet of Things' than intelligent via in silico thinking. Trees report their internal conditions and crops report how soil and air makes them 'feel'. It's all very 5G and looks like The Future to enthusiasts.

My approach is more Atari like, with humans still going out to collect data from gadgets. There is still merit in that because having human eyes on site can detect problems that clever gadgets miss. We human-eyes the processes.

This relates more to Brautigan than AI. The latter is also Pinyin for 'love' in Chinese, which is a source of some confusion around here.

Recently I saw a YouTube video about 'ChatGPI' designing a future reactor. It didn't take long to realize it is just a search engine with a language formatter. There was no evidence of original thought or new observations which humans are pretty good about. We then write a paper that become fodder for ChatGPI.

There is another AI approach that mimics neurons. A mesh of communication links that have a weighted value to connect to other neurons. It still lacks our human ability to conceive of and run experiments to find 'new things.' But it can approximate a Touring Machine and handle some tasks flexibly. That is the core of Full Self Driving.

IMHO, we are not at a state where AI has independent goals and objectives. The ability to 'think outside of box.' But with proper 'training,' it can us some relief of a lot tedious and even dangerous tasks. For example, I would love to see an AI 'mine clearing' robot.

i think joe is concerned about AI fraud, and rightly so. he's just getting the ball rolling before the disaster instead of waiting for it to happen

    Not necessarily.
You really DO need big government to do big things.

    HOWEVER (comma!!!!!!)
    With absolute power comes......

GRAMPOTUS isn't the warrior you want for the AI fight.
    It's a DNC 'own goal.'

Which is the scariest part of this Presidency!

Who are the unelected people who are calling all the shots here and with all the other major issues?

No argument, but it is what it is. Imo, all presidents have relied on non elected officials, and possibly family and friends, to help shape their policies , consciously or unconsciously

You had it right in your post #13.

This guy is asleep at the wheel and someone else is driving.

That is not the case in most Presidential Administrations

i don't see how that can be proven, but it's easy to observe hw run had nancy, bill had hillary, w had dads advisors, not sure about barack, the donald had his extended mafia family, and joe has the usual democratic groupies
