I just took the speaker grill off,it has a headphone style speaker in it, and shoved a packing peanut in there so the speaker can't move and produce noise.

The only time I hear the sound from noise maker is when my wife drove the Prime out of garage.

How can you here it OP? Perhaps you should see ear doctor and have a report of your super sensitive ears, in case of lawsuit. It is unethical and could be illegal.

Reviving an old forum, but has anyone found a way to change the sound? The scrapping brake sound is annoying while inside the car and takes away the relaxing silence my earlier Prii had. Also, why 22 mph before it turns off. Why not 5mph or even 10mph. You just get annoyed for longer.

Likely based on the upcoming US law firm more that.

The 2021 is much louder, IMO

There was another thread I saw - people wrapping the speaker with tape to muffle/reduce the sound. I'm tempted but don't want any liability if there was an accident after "modification".

Due to the law mandating hybrid vehicles to be equipped with the Vehicle Proximity Notification System (VPNS) as a safety feature, Starting the 2021 PP model, VPNS is no longer customizable and the default sound is louder on reverse. You may read more on this thread.
