Featured Virginia goes to psuedo-Miles Driven Gaso Tax

    Apparently our last year's Virginia GA changed our state gasoline tax to a de facto "Miles Driven" basis.

    If you renew your Virginia vehicle registration, and your car exceeds 25 MPG EPA rating, you will be politely advised that you are underpaying pump taxes, and to be fair, you will be assessed an extra fee. In my case owe an extra $35 taxes because my new RAV4 Hybrid gets 40 MPG.

    Because my wife and I do not put on too many miles in retirement, and with COVID, that means I probably now pay a little more combined Va. pump tax with my RAV4 Hybrid than I would with a non hybrid RAV4. Not to mention significantly more annual car tax in Northern Virginia .

    I have mixed emotions though, I am pleased that we are not singling out Hybrids for punishment like many Red states are doing. In Virginia's case, apparently, anyone with a car over 25 MPG owes a new fee out of fairness (fairness to who? The people who feel conservation of natural resources is a bad thing?).

    I have actually discussed a system just like this many times. I did not say it was better, I said it was not prejudiced as long as Hybrids are not selectively punished. I was aware, some years ago, that New Hampshire had proposed such system, but the last I heard NH was not able to get it passed.

    BTW the reason this happened, we had among the lowest state gaso tax at 17 cent/gal. Dems got control in Va. and first thing they wanted to do was increase gaso taxes. So I guess the Repubs said only if the high MPG cars get hit first.

    Also note you save a few bucks with a full electric vehicle because the fee there ($88) seems a little lower than a 25 MPG car going 12000 miles in a year. (I am not sure yet how they calc the new "HUF" fee) (Highway Use Fee).

    Here is the text when you renew registration on-line (shortened version):

    Va. Code §§ 46.2-770, § 46.2-771, and § 46.2-772
    The purpose of the highway use fee is to ensure a more fair contribution to the Commonwealth Transportation Fund from fuel-efficient and electric vehicles using highways in the Commonwealth. The Commonwealth Transportation Fund is funded, in part, by motor fuels taxes. The highway use fee is effective July 1, 2020 and will be updated on a yearly basis.
    “Fuel-efficient vehicles” are defined as vehicles that have a combined fuel economy of 25 miles per gallon (MPG) or greater, while, “electric motor vehicles" are defined to mean vehicles that use electricity as the only source of motive power
    Electric vehicles are required to pay a fixed highway use fee, which is currently $88.20, to reflect the amount in fuels taxes electric vehicles will not pay during a single year due to not purchasing motor fuel.

    If I owned a hybrid I'd be kinda miffed that they set the bar so low for a "Fuel Efficient Vehicle" tax.
    My GMC has a combined MPG rating of 27......

    at least it’s not a large tax...

    What’s even better is my 20mpg rated vehicle gets around 8mpg in the winter.

    I can foresee a lawsuit since a lot of people don’t get anywhere near EPA ratings in their use case and it could be argued if you drive a lot of stop and go city miles in a standard car that you are being penalized for a feigned difference for using a resource you never touch.
    (Aka this is a highway fund but city driving funds it the most at the lowest mpg)

    Naaah. They have "science and data" on their side, right?

    My EPA numbers are 26/30/27 which means that in the EPA's lab....ONE EXAMPLE of my car could theoretically get something close to those numbers.

    My real-world tank average at interstate speeds is about 32.
    I hypermiled on a US Highway once and got 40.
    I also had one tank average dip below 25 after a very long terminal velocity test during a road trip.
    My average between oil changes is about 31.
    ......in other words.....Actual Mileage WILL vary.

    HOWEVER (comma!) remember that the EPA is part of dot.gov.

    I doubt they've even TESTED my car.

    EVEN IF the federal government was an efficiently run organization.....and EVEN IF many federal employees were not working from home these days.....and EVEN IF they made a herculean effort to actually and honestly test cars.........how much faith would you place in the data?

    No if you are below 25 MPG you simply do not pay a fee.
    But I believe if you own a lower MPG car, you may see a reduced registration fee this year, because more of the dollars are now coming from cars exceeding 25 MPG.

    Not sure though, I am just learning the implications.

    which basically unequivocally states that EVs drive so few miles they don’t need any special taxes

    a typical Wisconsin BEV is around 3500 miles a year but pays for about 25,000 miles of tax


    Nah, sue the state for using a moving target to justify a frivolous tax that motivates owning a “non-efficient “ vehicle

    Manufacturers test using EPA rules and certify to the EPA who conducts random verification of some vehicles. We know this from reports of fraud or error.

    If the fee doesn't factor in actual miles, the "de facto Miles Driven fuel tax" is misleading. It's just an efficiency tax; the opposite of the federal fuel guzzler tax.

    Fuel tax revenue has been dropping for years with the improvement of the fleet economy. Being technology neutral is good, but this will encourage the wrong behavior. It's like taxing healthy people for having better lungs than smokers.

    I disagree with the implementation of this tax because it (roughly) assumes that every EV (for example) drives the same distance. It is not a big tax, but it sets a precedence.

    A Hummer EV will pay the same as one of the 3-wheel EVs (or are they considered motorcycles?)

    I also think the bar should be set higher, to something resembling current model averages, along with a boosted fuel tax.

    it might just be time to add PV solar & go EV .... the worst they can do then - is jack up your yearly registration fees. Maybe it's a convoluted form of green laws ... get rid of that nasty fossil fuel burning hybrid, & drive electric?

    This second year the Dems are working on EV policy. There is no policy yet but they apparently want pre-approval to enact whatever they come up with later.

    My bad, I should have looked for an EPA chart, not absent-mindedly posted a CAFE chart.

    They are related and linked, though with an ever-diverging scale factor as the EPA repeatedly adjusts its scale.
