Given the description, it sounds like the problem is upstream, have you already cleaned the filter housing and intake resonator?

How does the filter element look?

 

What do you mean by removing the air filter housing? What do you do to the mass air flow meter? If it runs fine with no mass air flow but bad with it then maybe you have bad mass air flow sensor. Check the codes. Check the live data from the sensor.

If mass air flow is in a place all the time easy check before doing anything else: Open the filter cover. If it then runs smooth the problem is in air filter or before it or in the North American model in the charcoal filter that's build into the cover.

If it doesn't run smooth then maybe cover is bending some wires etc.

If it did work fine with box open close it and loosen the clamp and pull out the intake hose that feeds into air filter box. If it works fine you just need to go trough the intake tubing to find the restrictions. If it doesn't run smooth check the filter and and box for some rubbish/dirt. If there's non then it has to be the charcoal filter in the box lid and all you need is to replace that. But that's unlikely so do other tests before.

 

Rather than making us guess what you meant when you say "thea filter" can you please fix your typo and give more details? Did you mean air filter? Did you try replacing the air filter? Geez! How in the world can you ask for help and then not even describe the problem or what you've done to address the problem? I see lots of people trying to help but being forced to guess because you didn't even proof read what you posted? What the heck?

 

I'm curious. Does this means that you remove the air filter cover and the air filter? Or that you remove the entire housing assembly from where it attaches to the top of the throttle body, which includes removing the MAF sensor from the airflow stream.

If it's the first (cover and filter) then I would say you have some type of restriction in the upstream components. We've had reports of squirrel nests/bird nests/etc being built in the system.
