About a year ago, we had a TV commercial for the Mirai here in Oklahoma City. I was totally shocked because I knew it made no sense to show that in a market where it's not even sold. I've never seen it again.

Starting to see more Mirais in my part of the country. Guess they opened up the books to the general public (previously fleet only).

Are they new, or are they vehicles that were done with their lease and then resold?

I believe they're second hand. There's no "build and price" for the Mirai on toyota.ca but there is a full webpage for it.

Hydrogen Fuel Cell Technology - Toyota Canada

No pricing either but I believe it's in the neighbourhood of $60-70k CAD brand new for fleet owners.

I like the cold start rating -30C remark. But, aren't even PHV or Hybrid or even ICE capable of starting at the temp?

The Prime manual has warnings about charging outside at that temperature, but nothing against driving. Hybrids shouldn't have a problem, and neither ICEs with a healthy battery. Engine and battery heaters will help with long term efficiency and maintenance.

Yeah. So that pretty much rules out the Prairies and northern Ontario (and the Territories but some places do stay above -30°C so it's not a blanket statement that the entire arctic is frigid.. same for the provinces I listed).

I'd imagine a full hybrid of PHEV will have an easier time than an ICE since you're only booting up the computer vs. cranking the engine. When I had my Gen 3, I made use of the EBH so it kept my mpg up through the -30°C (and 40s!)

Many original leases are coming up now, and many owners are turning their cars in and buying another, but going with CPO as your getting a great deal along with $15k fuel card and 0% interest. Others are waiting for the redesigned 2021 Mirai.
