So do I, and lots of people, I imagine. My car was delivered in AZ, a "no front plate" state. My front plate bracket sits in the trunk in it's original baggie, right next to the flat tire net.

I do not know about MT, but NV is certainly a "two-plate state" except... the law specifically states that a front plate is not required "if there is no provision for mounting it". And if the bracket is in the trunk, well, there's no provision for mounting it! Anecdotally, I'd say that 30-50% of the cars I see driving around don't have a front plate. And clearly, law enforcement does not make it a high priority to enforce the law.
Here in California, its a high priority. However, California has allowed this cool new idea: License Plate Wrap So if you don't want the holes, its kinda unique. What is also cool is its easier to put on one side of your bumper area.

Yes . . . and let no good deed go unpunished . . . after all that work, NOW the Cali DMV will SELL you one. I saw a gal at the local grocery store park her Model 3 with one. When i enquired, she says, 'no-i didn't print it ... it came from the DMV that way. Sorry for the sideways picture, I don't know why it does that occasionally.
