What does the two lights mean? one looks like AirBag On. Does it mean they will not deploy?

Your photo shows two lights related to the supplemental restraint system (SRS), which includes the airbags and other components, such as seat belt pretensioners.

As the Owner’s Manual (PDF) explains on pages 50–53, 101–102 and 654:
    • The red SRS warning light should come on when the car is started, and then turn off. If it comes on and stays on, then a malfunction has been detected in the SRS.
    • The amber “AIR BAG ON” indicator means the front passenger occupant classification system has detected an adult passenger (or equivalent weight) in the front seat.
If there is an SRS malfunction, you should take the car to a Toyota dealer or an independent shop for repair. You could also diagnose and repair the problem yourself using the procedures in the Repair Manual (more info), but for your safety, be sure to read and follow its precautions when working on the SRS.
