I don't recall where I heard this. Thanks for the update. It all makes sense given that a heat pump is required on cars without ICE and that a heat pump can be made to be much more efficient than starting an ICE when heat is needed.

I can't imagine a scenario where the ECU decides 1.5A is just too much for the traction battery. That seems awfully strange, but I wouldn't be entirely surprised. I've never experienced the ICE periodically starting to initiate a warming cycle. Once a warming cycle finishes the ICE stays off until called up again. Then it does another warming cycle, usually wasting gas because by the time ICE is needed again it will be cooled off and perform yet another warming cycle. I usually get three or four warming cycles every morning on my regular commute.

As every customer service rep says, "Did you try turning it off and turning it on?".
It sounds like you were locked into a loop where the emissions-priority programming, needed to keep the engine warm.

Car off. Car on, defaulted into EV mode. Problem solved?

    With one asterisk.

    * Prius Prime reserves the right to turn on the ICE at any time, for any of 50 reasons, half of which are undisclosed.

Little did I know that I'd have my 17 Prime for over twice as long and twice as many miles as john1701a, and be aspiring to make it to 3x or 4x as long. Don't you miss the Prime? ;-)
