Basically I moved in Sep 2019, my Registration was due in Feb 2020. Never got any notices and yeah I should have updated my address :-(. I checked at the old address though, and there's no record of a renewal notice... But I recovered my "Final Notice" (dated 05/06/20 and it is now 06/18/20) after COVID19 lockdowns and it says the breakdown is: Vehicle License Fee (VLF) $143 Registration Fee $140 Other Agency Fees $12 Penalties $146 Other Fees $22 According to the information here, it says Late Registration Penalties are $30 for "31 days to (and including) one year". Why are my late penalties so high? And what is the "Other" and "Other Agency"? I have a 2017 Toyota Prius Prime in the LA area...
There are three separate penalties: $30 for late registration; $30 for late payment of the California Highway Patrol fee (included in the registration fee); and for late payment of the vehicle license fee, 60% of the VLF (that is, $85.80), which together add to $145.80, which the DMV rounds up to $146. These fees go to the county Service Authority for Freeway Emergencies, the South Coast Air Quality Management District, and for other purposes; DMV’s renewal fee calculator might give you a more detailed list.
