Two different warranties are at play here.

The original HV battery had that 8 year/100k warranty. This was covered under the new car hybrid system warranty.

The replacement HV battery would've had a 1-year warranty (can't remember how many miles). That's the replacement parts warranty and unfortunately it would have expired already.

It's common for replacement parts to have shorter warranties than the originals. That's normal in the auto industry.

Now, it's really unusual for the HV battery to fail twice in the first 8 years. Extremely unusual.

I think your dealer has realized that this is an odd situation and they are trying to help you even though they aren't obligated.

Saipan has been administered by the US Government since 1945. Might not have statehood, but it's USA.

so do you mean if its they change the hybrid battery even though if it still covered by the warranty, so the warranty gonna done because the replacement parts is 1 year? unless if the warranty from toyota warranty card is reach already

Yep, the original hybrid parts warranty only applies to the original battery, not the replacement. It still protects other parts of the car, but not the battery.

When the error code says: "replace hybrid battery" it doesn't mean that literally, it means something in the pack has a problem and you have to get the sub-codes and get in their and start inspecting and testing to figure out what the specific problem is

It's highly likely that the battery pack itself is in perfect condition, but some of the far less expensive components that makes the battery pack work properly have a problem and those parts weren't replace under the warranty. If I were you I'd be grateful for the free battery they already gave you under warranty and if there's no more free stuff you can get from them find an honest mechanic that has hybrid skills or interest in learning them and work with them to fix that problem for the lowest price possible.

Has anyone checked the battery cooling fan?

If that fan and its air ducts aren't kept clean the car will act like it's got a wrecked battery. And it can wreck the battery for real.

These cars expect you to use a lot of air conditioning all the time, helps keep the battery temp down.

Is the fan mounted to battery pack in Prius C ? You'd think the warranty replacement would of covered that?

I've never removed the battery from mine, but it appears to be a briefcase-sized metal box inside the crash cage under the rear seat cushion. The fan sits to the left of it with a plastic duct to connect. I'm not sure if the fan is anchored to the battery case, the car floor or the crash cage.
