The California Clean Vehicle rebate of $1500 is on a long waiting list, with low income applicants getting priority. You do not know when or IF it will be funded.
What are the current Toyota incentives? I did not get any incentives from states or utility. Only Toyota rebates, dealer discounts, and federal tax credit, but my final price on PRIME Premium (current XLE) with 30K MSRP was below 20K excluding tax. IIRC, ~$16K final OTD on Plus model was reported in some places.

Thats an amazing amount of rebated, but you can easily get 4-5k off the msrp price without much effort by just asking. My first email they told me 24.5k preincentives for the xle 2019. So keep that in mind, no need to overpay.
