Hey guys I have a 2013 Prius C, today I noticed that my AC was not cooling while the car was parked, I popped the hood and also discovered that the engine cooling fan was not turning I checked the fuse and relay and everything was good so I decided to tap the center of the electric fan motor and it started spinning does this mean that is giving out? I've done this twice to have the fan spinning again.

I don't know exactly but according to my information in Prius C Radiator FAN (or Engine Cooling FAN) is DC. Your FAN motor is not getting its initial torque required to start the FAN. Maybe its bushing deteriorated. You have to inspect the FAN motor in detail for problem identification.

Appears the compressor maybe having some kind of bearing failure signs there. Do you hear any sort of salient grinding noise when the AC system is operating?

Try checking the HV connector on the compressor stator, for partial connection problems.

The cooling/condenser fan not running will certainly cause it not to cool. Easiest way to check it it to verify voltage to the fan when it's switched on, and also check for voltage on the ground side of the fan (should be zero). If that's in order, and it's not coming on, it's the fan that needs replacing.
