not surprising, considering the cost of petrol, and the cheating scandal.

I think in 10 years the majority of cars on sale will be hybrid or electric so you won’t have a choice.

    I certainly hope so anyway.

London has a complicated network of camera vehicle identification system which is legally entitled to bill the vehicle keeper for entering and driving in the city. There is a daily charge of £11.50/car ($15.04) which is waived for BEVs and some hybrids, eg the Prius, but only if it has factory fitted 15 inch wheels. This alone tempts London's workforce and habitants to switch from their ICE cars.

What do they do, scan the plates and send you a bill in the mail?

You have to pay in advance and then it reads the plate to make sure have paid. If not there is a fine.

sounds like our EZ Pass except that is electronic signal.
Some places (eg; Florida) I think have the license plate readers, very confusing if you are visiting in rental car.

Police motor patrols can stop you on sight and politely demand payment through your open vehicle window. They are usually in pairs and so have a witness should you dare to challenge, but most of the highway police cars have HDef video cameras which include numberplate recognition. In UK reflective plates have to be clearly displayed at the front and rear of the vehicle... All the better for the speed cameras to dub you!

Edit: Oh sorry! Thought I was commenting on the driving without a seatbelt fines.

Please ignore me and I might go away!

Does this enforcement create any sort of traffic jams?

Quite possibly, but I don't know. Sometimes they get defaulters to pull onto a side road where that's possible.

I bet all the EZ pass and other toll systems can read the plates. How else can they fine those without a transponder in the wrong lane?

Illinois uses transponder tags, either I-Pass (Illinois only) or EZPass (multi-state).

Texas uses TollTags. (NTTA) The transponder tags are good for the D/FW area only, the sticker tags are passive RFID and also work on Oklahoma's PIKEPASS system.

You can sign up for ZipCash, which will read your plates, but it costs more. TollTag rates are just a little over 18 cents/mile, which is pretty stiff as is.
