I haven't heard anything since my original post. Given the current horrible situations from Hurricane Harvey, if this program isn't already set in stone, it won't happen.

If one purchased from a dealership outside to Texas and bring it back to TX & register for use here doesn’t qualify?

The way I read it, unfortunately no. I bought one last month in NY, paid taxes and registered in TX. Too bad :( But I’m loving the car!

Darn, guess the one I bought last month in RI won't be eligible...

There is a very confusing clause in the NOR about 9/1/2017 purchase date or eligibility as attached below. After reading this, I went ahead and submitted the paperwork for my purchase in June 2017.

Contract Dates. The contract will become effective on the date the last party signs the application/contract form. The contract will extend for one calendar year (12 months) after the date of the purchase or lease, or 45 days after the effective date of the contract, whichever occurs later.
Contract Obligations. The rebate grant recipient must adhere to the obligations agreed to in the contract documents, including registering and operating the vehicle in Texas for at least the contract period, which extends for one calendar year (12 months) from the date of the purchase or lease.

According to this, the contract date should extend 12 months after the purchase or lease. I picked up mine in June 2017. They are enforcing eligibility after 9/1/2017 becuase of fiscal year, which should really capture purchase or lease since 9/1/2016.

I think the contract is between you and the TCEQ. You are not supposed to sell your car within a year.
