Barring a big breakthrough in battery tech, or the development of hyper-capacitors, plug-in hybrids are the future.

    We shall see.
As far as plug-in hybrids PHEV, I am thinking they will be popular in Europe due to preference for more power than gaso. So that gives us more choices in the US if the EU makers making models.

amazing, how in the very first paragraph, they contradict the title of the article (plug in hybrids) and refer only to bev's. (tesla, leaf)
i don't see much there for phev's that can make a difference, outside of kia/hyundai.
    did i miss the prime?

The first paragraph was saying that previously, for those who wanted a plug-in vehicle, the only choices were an expensive car with adequate range (Model S & X) or a reasonably priced car with shorter range (Leaf). It presents a contrast to the main point of the article, which is the reasonably priced and adequately ranged plug-in hybrid options out there now.

My hope would be that increasing numbers of plug-in hybrids will substantially increase the charging networks

Which makes them behind the times (ironic considering the newspaper's name)
