Try what the guy in the video did. Try it three times at least. Took me four. Last option find a locksmith who has the tools, or see if the dealer will come and program your car, that may require a blank key

Like i said as the fellow does in the video. You dont have a master key. Alternate find a serious locksmith or dealer willing to come and program to save tow job.

We own 2 Gen 2's a '04 and '06 and am 99.999% sure that video procedure will not work for you. The old key fob chip in his case is registered to the dash module already but not programmed. The only 3 ways that exist on a new fob chip never registered to dash module are expert locksmith with very expensive programmer which there are none in my area in N.E. OK (I checked called them all 2 summers ago), towing to dealer & like I tell everyone else with this problem BUY Techstream a.k.a. TIS / MiniVCI Docooler Mini VCI Car OBD II Diagnostic OBD2 Scanner to USB Port Scan Tool for Toyota

and adapter put software on laptop (may need to relocate some files to different folder (think it was something x486 as the software is 32 bit) to work on Win 10 if 64 bit and there is process in the factory manual (yes you need this owning these if you have not gotten it already PDF's are available just ask around) laid out to register a new fob and or wipe tbe dash module memory as limit us only 4 fob ships and register a new fob chip then you program it. There is no ultra cheaping out here on this to my knowledge. These are your best options. I had to study for 2 months 2 years ago in my spare time to figure this car out and rebuild the purchased toatled out '06 with badly depleted (ruined several HV modules) and sat for several months aux and HV traction batteries. Patrick Wong over @ Prius Chat is an excellent guy to ask of a lot of newbie issues. I am into deeper stuff with.electronics fixing to get an oscilloscope lately and taking a break as my wife and daughter just had surgeries and wife had bad complications from terrible anemia. I was one of the earlier non outsourced electronic professional shop people to fix the early Gen 2 dash going blank from Guardian/Watchdog/Regulator chip cold solder foot issue folks with mainly 2 other guys help. One of the guys helping happened to have a dash out/ flipped over & or connected to vehicle harness and had a scope that could do comparison checks on. Although I am avionics qualified and have messed just a bit with electronics from about 12yo I am by about 99.999% experience a nuts and bolts guy auto & Aviation General Technician doing mostly systems, heavy structure and interior my 32 experienced years with 20.3 in Aviation but troubleshooting is my passion and born intuition strength. not sure the Mini vci link worked as Tapatalk app I use is glitchy at times just search for Mini VCI on Amazon be sure to buy 16 pin or one that matches your OBD2 pinout number of pins think Gen 3 in 2010 have 24 pins. Her us 2nd link attempt:
