Using the numbers supplied by TMC using the JC08 testing (yes it's optimistic but we can gleam some useful information from it)

    Official Japanese AER: 68.2km
Ministry of Land, Infrastructure & Transport Consumption Rate: 10.54km / kWh (8.65km / kWh with 17" alloys)

68.2 is the maximum number so applying that to 10.54km/kWh, we get a capacity of 6.47 kWh. That's fairly close to the 6.1 to 6.3kWh that U.S. owners are saying they're seeing on their meter for a full charge.

This also means the AER for vehicles with 17" alloys is 56km or an 18% reduction.

So, if TMNA were to give us the option of the 17" wheels, and I just apply the straight 18% reduction, we'd see an EPA estimate of 20.5 miles or 32.8 km.

These numbers run into the same kind of confusion we get with the EPA:

Range is from a full battery,
But consumption rate is ? presumably from the meter.

Err, wouldn't it be part of the fuel consumption test?

    e.g. the Prime is rated at 6.3km/kWh (133MPGe = 3.95 mi/kWh)

Using the EPA's numbers (25 miles and 3.95mi/kWh), the capacity is 6.33kWh

What's the formula for calculating MPGe? My Prime tells me that I have been getting 6.4-6.5 mi/Kwh.

    1 gallon of E0 gasoline is ~33.670kWh

    So 6.5*33.670 = 219 mpge.

This arithmetic is correct, but remember that the EPA MPGe is based on electricity from the wall while Dmitry is starting from electricity from the battery. The two amounts vary by 10 - 20%, depending on the EVSE.

Huh. Ok. But still doesn't account for 60% increase.

That's still pretty good numbers. Where does the Prime show the miles/kWh consumption? In the MID?

In the 4.2 screen, in the HV monitor view, scroll down until you see a five-day history of mi/KWh consumption.
