2007 Touring Prius with left high and low beams going in and out... thinking of replacing both soon. Should I check sensors or replace? What bulbs are you guys using? Expensive/cheap options?

I have the 2009 Touring, which I believe is basically the same as the 2007. I find my headlights to be quite dim compared to my spouse's 2011 RAV4 and my son's 2004 Subaru Forester (halogen). Have you had this issue as well? I replaced the bulbs with little, if any, improvement. Do I just have a lemon?
Try aiming them up just a hair. Make sure they are not pointing up though. I had to do this on mine, they were aimed so low the car was nearly undriveable at night.
I don't think you have a lemon. The HID headlights on our '08 aren't very "H". I adjusted them -- which helped some -- but still kinda lackluster. The halogens on my 4Runner are head & shoulders above the Prius.
Those are HID retainer spring clips. The Halogen clips look similar, but don't have both sides. They're missing about an inch from one side of the clip.
