    Personally, I am expecting more CA green HOV stickers to help PHEV and Toyota Prime sales.
    But that's just a guess. But I see below the legislative session is still open, so I think that implies we may hear soon.

    At this point with the prices coming down for BEVs and longer range affordable ones becoming available before the current expiration data of Jan 1 2019, it makes more sense for BEVs to receive extended White HOV Stickers than for PHEVs to receive extended Green HOV Stickers.

    CA plug-in carpool-lane access bill up for vote; here's why some oppose it

    EDIT: Wow I think I probably agree with Plug in America that they have managed to screw up the legislation. There is bad wording compared to the early proposals....income limits on HOV access? Only less affluent allowed? I still expect a new law to pass, but maybe some delays until they get back to something that makes sense. Sounds like the current bill basically ends the program for BEV and PHEV. Yikes. I see Prime's success in the balance.

    The bill is TERRIBLY written, and I hope it doesn't pass. It makes you wonder how out of touch these politicians are with the legislation they are writing.

    OK I see now the proposed new AB1964 HOV Bill seems to say:
    "...take your pick: (1) CVRP rebate or (2) green HOV sticker."
    Those below a certain income could get both CVRP rebate and a green sticker.

    I think that works to sell Prime if the Bill passes!
    Don't forget Gov Brown gets a chance to pencil in changes later, so the draft Bill does not have to be perfect yet.

    Right now the white HOV sticker BEV folks are upset, but I suspect that issue will be fixed or deferred.

    I REALLY don't like the way the new law was written. It has basically put a direct price on HOV access for PHEV's (we'll see what they do with BEV's) for purchasing new (either receive rebate or stickers), and prevents those from purchasing used for being able to use the HOV access for much time since they expire at the end of the 4th year after original purchase.

    I don't have any issue with the stickers being of little use to second owners. They drove up the price of used, which drives up the price of new. Higher prices means less new PHEVs getting on the old, which is counter to what the incentive is supposedly to encourage; getting more plug ins on the road.

    Any update?
    I assume maybe they will smooth out the language for BEV...presumably Plug In America is looking for re-assurance that BEV will get more favorable extension treatment than PHEV, and then they will be happy. Let's BEV gets you 5 years HOV and PHEV gets you 3, or something like that.

    Nope - read AB 1964. The attempt is to extend green sticker ONLY. I'd already posted to this effect & the (VERY likely) rational behind it, so it's not worth re-hashing beyond that.

    The white stickers also cover FCEV's, so odds are it will be extended if CARB has a say.

    Tesla has pre-sold around 400,000 Model 3's with about 40% of those going to California. They are scheduled to start hitting the road in about one to two years. I am one of those people. I believe that the green stickers will be phased out over the next few years to make room for all the new white sticker cars. The carpool lanes are already getting too crowded now, the way it is. I see a lot of late model Prii that are not PIP's with a green sticker. How did they get those anyway?

    interesting quandary that CARB's puppet master (the automobile manufacturers nice person'n - GM, Toyota, Ford et al) must find itself in. Does the nice person'n loath EV's & tesla to the point they fear > 400,000 low gas price/pre-ordered model 3's running around the landscape? - (egg on their face so to speak). Naah, I'm sure that extending PHEV/HOV stickers (the Association's preference) while leaving white stickers to expire was just an oversight. Excuse me while I go check Craigslist. Somebody is selling the Brooklyn Bridge, & i don't wana miss out!

    Maybe CARB will coincidentally come up with blue/purple colored stickers - especially/only for the few hundred hydrogen-mobiles. That should encourage & discourage just the right folks ... further ensuring we burn more natural gas, as an added benefit ... so the oil companies will jump on board too. Love it

    I do not know where we stand with the session over...

    ...the only thing I see is that they have added green car subsidies to the CO2 Cap and Trade Bill. Maybe they have put the whole HOV program under that Bill? And we wait for Gov Brown to pencil in changes how he sees fit?

    Or maybe they back off free HOV and give everyone mega bucks subsidies for PHEV and BEV instead?

    Plug-IN America is claiming victory for stopping the CA green sticker HOV extension for PHEV's:

    My feeling is that is probably a bad thing for Toyota Prime sales prospects in the USA. ( I have said Prime is DOA without CA green HOV stickers). Possibly however the CA legislature will re-work the Bill in their next session. Since Prime is not yet available for sale, there is perhaps still time to wait for improved policy.

    i can't blame them. if the hov is that crowded, let those who desire it buy bev's. prime is not going to make a big difference in cali smog.

    as far as sales go, toyota is targeting the gasser market. so if they want hov access, they can take a rider with them, like anyone else.

    Very confusing, but a commenter on InsideEV's says that CA Senate Bill 838 has passed and that Bill was going remove the limit on green HOV stickers, pending Gov signature.

    I wish a news media outlet would say something about what's going on this.

    An interesting point in the news report which has been brought up here before:

    But average speeds on nearly half of the Bay Area's 420 miles of carpool lanes are under 45 mph, failing to meet federal performance standards.

    As a result, solo FasTrak users are banned from the Highway 237-Interstate 880 express lanes for up to an hour each morning. Transportation officials say the same restrictions are likely on future express lanes on other Bay Area freeways.
