Featured Tightening Rules in Zero-Emission

    Under California’s ZEV rule, automakers have been able to earn partial credits from sales of hybrids (including plug-in hybrid electric vehicles and hybrid electric vehicles) and low-emissions conventional vehicles toward their ZEV quotas. But the regulations are slated to tighten in 2018 in a way that limits the impact of those partial credits and requires more sales of actual ZEVs, or battery electric vehicles and hydrogen fuel cell vehicles.

    So it looks like there will be a 'come to Jesus' meeting in 2018. I'm impressed with the progress in battery technology. In effect, they are becoming more practical. However, the fool-cell has yet to show a similar breakthrough until hydrogen reformulation from other hydrogen carriers shows up in the cars.

    ...hmm...we should have heard about PHEV getting more CA green HOV stickers by end June...wazzup there?

    Why would there be more?

    I'd seen articles like Our HOV lanes are so slow they break federal laws - The Orange County Register for awhile. Adding more green stickered cars would only worsen the problem esp. given there are no limits on the white ones (for pure BEVs, CNGs and hydrogen FCEVs).

    I am not saying there *should* be more, but I thouight there was a bill pending to add more to go to Gov desk soon.

    I drive a lot of "off hours" so even with stickers I impact practically nothing. When I do manage to get out & about during gridlock hours, I can't help but notice there's an easy 10% of carpool lane users that are scofflaws. It might even be nearing 20% but I figure some of the drivers may have children in car seats that aren't observable.. If, as the article says, speeds need to still be able to maintain 45mph, that wouldn't be too hard to do if the CHP had a better enforcement program. But I suppose it's easier to pick on sticker holders than it is to just uphold the rules.
