the '04 got 60 on the epa, but strangely, it went downhill after that. not sure if they added more weight, or reprogrammed the ecu's.
Don't forget the record is well over 100 MPG. Held by one of the guys in Japan. I can't recall if he was in a Gen I or a Gen II

Gen IV suppose to have 10% better mileage than Gen III. When I first got my Prius, I was able to get 60+mpg for the first several tanks. After a year, the hype wore off. Now I just drive it normally and still get 50+ even with AC in 110f+ summer.
That was the city MPG for the 2004 using the old EPA algorithm. The current algorithm has the combined MPG at 46 for the 2004. JeffD
Right for Gen2 the EPA City MPG was orig 60 (51 Hwy) then 2007 they changed the EPA MPG ratings...still got my window sticker.
The mpg measuring methods have changed over the years too. Usually resulting in lower, more realistic values. This just happened in Canada; it was refreshing: the new values are actually achievable.
The true answer "it depends". As an example the gen 3 almost always out performs gen 2 except between 60 and 65 MPH. If you spend a majority of your day in the low 60s, it does not matter that at 70 the gen 3 would do better, and that at 45 the c would do better. They all do better than the v, the v only wins if the others need to make two trips, then we win big time.
well, seeing that regularly get 70 mpg in good weather with the pip, i'm gonna have to give it my vote until the new one comes along.
I would think the C, but I might have to vote for the Gen II after that. I know I was pretty disappointed to hear that they went to a 1.8L for the Gen III.

my 2007 appears to be getting less gas mileage than my 2005, same tires/pressure/same driver/same trip to work....what's up?? any ideas? tech appear the same?? please respond....thanks Berkley
The Prius PIP gets the best mileage without a doubt. It isn't even close. Over the last 5000 miles,I am averaging 73 mpg and some PIP drivers do better than that! My driving includes freeways at 65 mph, mountains, and local groceries. The PIP is a joy to drive and one of the best kept secrets!
To level the playing field, I'd think even if you never plug in, the PIP would surpass a regular Prius, due to it's battery and adjusted programming?
Is that highest mpg in general over all average users or highest single mpg ever in one single instance? If it's the former it's likely to be the Gen IV if the rumors are true.
