Some people on the gm-volt forums speculate it's due to a variety of things:

    1. Unexpectedly high demand for the Gen 2 Volt in California
    2. GM fixing last minute problems that came up, such as homelink mirrors not working correctly
    3. GM is using this delay to provide a more stripped down version that with an MSRP of less than $30k.

    4. Low demand from dealers.

On the plus side, let California find the bugs and (hopefully) get them fixed before shipping cars to the rest of us.

dealer by me has "new" 2014's on the back of the lot, he refuses to sell them because the battery has lost most of their capacity and chevy refused to replace them until the car is sold and some paper work is filed..I offered $5000 for one never, got a call back.

Incentives are certainly strong with CA increasing green HOV stickers, believe DE CT WA all have added new PHEV benefits, adding onto MA, MD, DC existing benefits. Gotta be under $35k for WA.

Don't now if they allow out-of-state sales. I gather from a recent EPA memo someone posted here, that CARB cars can be sold in states adjacent to CARB states, so there would be no legal restriction in those states, even if the first Volts are CARB but not federal certified (which is apparently a theoretical possibility - not sure what GM is actually planning).

Yet many people have 2011 and 2012 Volts with 50,000 miles or more and report no obvious battery capacity loss.

    Your story sounds very implausible.

Actually battery shelf-life is an issue.

I've long suspected a 'long term storage' mode would make sense. Start the car every 3-6 weeks and let run until ICE reached operating temp and shutdown.

These Volts may have left unplugged for months, and "bricked".

They usually go off to auction.

Periodically plugging the cars in and charging them up, same once a month if they just sit, should handle the shelf life issue with Li-ion in these cars. It is possible that it is already a maintenance item, and this dealer didn't do it.
Owners likely won't be leaving the car unplugged, and unused, for months at a time.

Good news / Bad news for Chevy dealers.
    • Good news: They get to sell more of the 2014 and 15 models off their lots at higher prices.
    • Bad news: They don't get to sell 2016 models are exorbitant markups.
So, basically, the 2016 Volt will never be national. It'll be a 2017 by the time that happens.

Or other factors like gas prices, dealers may not want to order the new Volt yet until they clear current inventory!
