definitely an aftermarket switch, likely sidewinder rockets. Hard to say what it is for since it could be a variety of things. If it has aftermarket fog/driving lights somewhere up front, that's probably it. Either that, or it's perhaps not even functional anymore. The switch was mounted on a blank insert.

There were quite a few kits for the G1 Prius, clearly the first owner installed one. This switch could do any variety of things.
Cruise control was actually in the ECU's software from the beginning, but it was not a gen-u-wine accessory (or, should that be "gen-u-one accessory") until a couple of years later. The 2001 two-volume repair manual mentions cruise in passing, but later wiring manuals, say, 2003, would show how this was accomplished. My 2001, one of several in my area, has cruise, but I believe it was added post-sale.
My 2001 wiring manual shows it on p. 54, with the description of how it operates (including resistances of the cruise control switch) on pp. 64-65. It wasn't factory installed on my 2001, but it was just a matter of plugging in the two needed switches (the stalk on the steering wheel, and a four-terminal version of the brake pedal switch). Metro Toyota sold everything needed in one inexpensive kit. -Chap
