Mine just quit on me. Nearly 180K. 2008 Gen 2. I watched that youtube video, they were working on a Corolla. Seems easy enough, it's a pricey part though. Rock Auto is selling it for $179 , it's called an airbag clock spring. I don't think it's the stalk. The button feels the same as it ever did.
Do all the other buttons on the wheel work? When my clockspring went bad, the cruise was the second thing to go. I think the cabin air recirc button is usually the first, and that's what happened to me. If it works again when you turn the wheel about 45 degrees, it's the cable. Checking resistances on the stalk switch should be easy enough, though. Some people, like me, have decent luck with $30 clockspring knockoffs on eBay. Some don't. Be sure to use your VIN to get the right part number because there are different wiring options, as I found out. As mentioned, don't mess with it if SRS scares you, and it should. Despite that, if you can pull a wheel (mine did not need a puller) and a have Torx drivers, it's not that bad a job. If you have VSC, you'll need to transfer the sensor attached to the clockspring, a five minute job. Good luck.
My goodness has it really been nearly 2 years! Where does the time go! So OBVIOUSLY, I have done nothing to resolve this issue, and have been playing cruise control games. See link below. Given that information, I wonder if someone could tell me specifically if it's the clock spring, or something else. Cruise control not working | PriusChat And not only that, but now the cruise doesn't engage even with the trick. It's been at least a week, and the trick has not worked, so something broken has really given up the ghost now. Just before that, if the cruise was engaged, accelerating by pushing up on the stalk, actually decelerated the car, it was very annoying. All the other buttons on the steering wheel work by the way. Sorry it took me so long to answer that.
Since it's so dependent on steering wheel position, it sure sounds like the clockspring. You can always try a cheap eBay knockoff, so if that's not it you'll only be out $30 or so.
