My Prius C is due for the 30,000 mile maintenance. The dealership is wanting to charge me a lot. Any suggestions on how to find alternate repair shops that know hybrids? I'm in Sacramento.

If you read up on the items in your 30,000 maintenance they aren't hybrid-specific so you mainly need to find a good shop, whether hybrid specialists or not.

all you need is oil, filters, tyre rotate and inspection. you may want to consider tranny oil change, any AAA shoppe can do it.

Even if you don't technically "need" a hybrid specific shop, as an owner of a hybrid I'd recommend finding one.
Whether dealer or an independent hybrid repair facility I think it is an advantage to have a relationship with a shop that can handle your entire vehicles needs.

Then if and when a hybrid issue develops, the confidence and relationship is already in place.

It's mainly the circled. Everything will likely get a cursory glance, at best.

Adding in transmission fluid replacement wouldn't be a bad idea. I doubt the dealer was including it.

Get an oil change and tire rotation at any place that does them, but be sure they use 0w20 - should be under $50 for full synthetic. If they don't have 0w20 or want to charge you a bunch for it, get a 5 quart jug of it from Walmart for ~$25 and ask how much they'll charge you for just the labor. The filters you can buy yourself at the dealership/Amazon, and replacing them yourself takes well under 5 minutes for both.
