iWish! ...Toyota Customer Service says that this is a feature (BUG!) in iOS. Apple apparently has been advised of it from Toyota.

But Apple products don't have bugs. However they behave defines the standard. Other vendors must conform.

My Prius starts playing from my Windows Phone so I don't think it's a phone issue, I think that is an entune issue.

I can assure you that this is not iOS-specific. My wife just purchased a 2014 Prius V and it exhibits this problem with her Windows phone. We NEVER listen to music on her phone. I don't even think there is any...we haven't put any on it, I know that. However, no matter what we're listening to once we power up the car (satellite, FM, or aux), after a minute or so the Entune system grabs the phone and switches over to trying to play music from it, DESPITE the fact that I've specifically told Entune to NOT use the phone for music, just calls. When we first paired the phone, Entune synched to it and automatically grabbed all the functionality it offered, but I immediately brought up the menu that allows you to deselect certain phone features and told it NOT to use the phone's music. Doesn't matter, still tries anytime her phone's in the car with us. How much more explicit can I be?

That setting "use this phone for x" definitely doesn't persist across reboots, I can confirm that.

That's very disappointing, because when I plug in my Samsung Android phone, it constantly tries to play a song called "Google hangout" which isn't a song at all, and makes it constantly beep an error until I unplug it.

That problem occurs in other vehicles. The USB connection is looking for media storage. In my frequent forays into Ford rental vehicles that have Sync (Entune analogous), when I need to plug in the USB cord to keep my phone charged while using Google Nav, it will throw an error on the screen about incompatible media, then start playing ringtones, beeps, and chirps. Ignore the error and use Bluetooth, and all is well.

In my PiP, if I turn the car off on BT music, it will resume play (starting at the beginning of the song that was being played last). With a USB memory stick filled with music, if I turn the car off and then on, the USB music plays exactly where it left off. (So if the audio system is on and you plug a USB media source, the car WILL try to play it without any intervention.)

So it sounds like the problem is the unintended playing of media on a USB-connected device. And frankly, I'm not sure this really is a problem, unless you want to have to always select the audio screen and then press play every time.

If it was only music, I wouldn't mind using BT so much, but with podcasts, I need to fast-forward and reverse sometimes. For some reason the BT version doesn't give you the time-cues. I transferred all my recorded material to the tiniest (physical size-wise) USB flash drive I could find, and I just plug it in and forget about it for months at a time. The typical inch-and-a-half-long USB stick would have broken off by now, when I threw stuff into the center-console storage compartment.

Make sure you have the up-to-date Entune version runnung.

Search the android store for "Bluetooth connect & Play"
Change the default behavior of bluetooth music.
