As to the $1500 CA state refund, you get it prorated.
It's no secret that I have 45K on my 2012 (which I still love) but I also now commute in a 2013 Rav4 EV. I've been holding back selling my PHEV because once the HOV stickers are gone, the value of my car shoots up a bunch. How much, who knows yet. But it will certainly make any prorated CA $1500 bucks "give back" of what $750? ... will make it look like a drop in the bucket! :p

Technically, it says "new" stickers may be issued to holders of any of the original 40K stickers. The stickers are made to be used only once, and while not impossible to remove in one piece if you're careful, the adhesive is history, so they're not "transferable" in the usual sense of the word. However, I'm wondering if they are saving some of the 40K for this purpose, or will they make more as needed? I only use two on my car, but otherwise I would have already had to apply for new ones following an accident last year, so I am wondering......

They will make more past 40000 for replacements.

I hope you saved the old stickers after your accident. If you ever need to apply for replacements, you need to submit all four old stickers/pieces with the application.

Nothing good comes from smoking PG&E bills. $1/gallon equivalent?!? Per the Energy Dep't there's 33.8 kWH equivalent in a gallon of dino. Even at PG&E's mythical 10c/kWH, and using CPUC "regulated" math, that comes out to $3.38, no?

Somewhere around 24 cents/kwhr is break-even cost with gasoline refill say on a Prius.
So 10 cent/kwhr would be less than half of cost at pump. But most people paying more than 10 cent/kwhr especially in CA. Other parts of country EV/PHEV can save money on refill costs.

I was a bit low. On PG&E's E-6 time-of-use rate, baseline off-peak usage is about 10 cents. With my solar panels I'm often in that band. I get about 3.5 mi/kWh, so at 50 mpg for gas that would come to $1.43 a gallon-equivalent. I'm actually on an older E-7 rate, so I pay $1.21 per gallon-equivalent.

In either case, I'm saving a bundle compared to dead dinosaurs.

Drifting further OT, in July PG&E will widen its lower rate bands from 130% of baseline to 200% of baseline, a sop to Central Valley air-conditioning users which will also benefit plug-in owners.
