I'm using a 35W H11 kit on my fog lights without the relay harness... so far I haven't gotten any problems with it
The big problem with HID in the oem reflector foglights is the oem lights don't really have any cutoff to prevent glare. Since the HIDs are so bright, it's like driving around with low mounted highbeams on. SCH-I535

Bino has a lot of money. The thing about mounting HIDs in these small projector housings is that there is very little room for heat dissipation, so you might risk burning the reflector bowls/coatings. Second link is LED based, so you will be running lower wattage and running cooler than halogen or HID.
