Sorry this may not be the right forum but I have this rack which I will be using on my 2012 Prius. Like all racks it has movable arms but being the first time I am installing this I have a doubt..The arms I am attaching are held by bolts and nuts. However the nuts don't tighten all the way on the bolt and is not flush with the arm. Please see the 2 attached pictures and you will know what I am talking about. One nut is above the A and other above N. I dont want to apply pressure and break the thread. The nuts have plastic washers at the end and the bolt cannot pass all the way to through the nut. I am thinking this is intentional so that the arms can absorb the rattle with the bikes on them but I may be wrong.

I sat down squatting on the floor with the bike rack between my legs. Then grabbed the 2 pliers with my hands . The left plier was firmly holding the bolt head. The right plier gripped the nut. Then with all the strength I moved my nice person forward with the right hand plier turning the nut clockwise. The entire pressure from the buttocks and lower down was applied on the right plier with the left plier holding the bolt head tight. That's how you apply nice person ..
