I would say that extra sales and property tax more than make up versus gas tax on a similar model. I guess the property tax is to encourage people to keep their cars longer so that they will be taxed less, which is the opposite of what the Japanese do taxing old cars more to get people to buy new cars. To me I hate both approaches:mad: The gas tax is so simple and effective, but I guess in today's political environment its blaime the hybrid even if there isn't revenue there.

If the hybrid Tax passes owners will register there cars in Deleware and VA will be worse than before.

^^^better yet WV and get $7500 off on PiP. If law passes the cost+tax differential on a PiP would approach $10k over the WV/VA line! And quite a few commute that far to DC now. And maybe $4k over MD/VA line.

But I was not aware of the problem, I guess you are saying when VA prop taxes were excessive in the 1990's, and they are heading back that way, then motorists registered in another state. How do you do this? I could get a PiP.

Let's play around with that idea!

This prelim. calc sums up everything I am trying to say about VA hybrid taxes:

    Car: Plug-In Prius (PiP)
VA Taxes (WJT est)=$4840 (w/ new law)*
MD Taxes (WJT est) = $0

    *Assumes holding car 10 years

I am thinking there is no MD tax because PiP is exempt from excise tax. The estimated PiP taxes in VA is conservative because I assumed PiP would depreeciate 25% vs. 15% for regular Prius. Also VA taxes are going up...we could be talking $6000 VA/MD tax differential if you really made the purchase today.

Somebody stop me (doing all these calcs)! Could this be correct?

    CAR: Regular Prius Hybrid
By the way, a regular Prius will set you back $4600 tax in VA with the new law. Approx. 19.4% sales+prop tax over 10-years. Why so high? well VA has high tax rate, but the darn Prius retains blue book value - big "ouch" on property taxes!!! I am better off with my minivan tax-wise; blue book value dropped fast on that.

For years, there's been mounting political pressure to use less gasoline. A gas tax favors people that comply. Use less; pay less. Obviously a tax on fuel-efficient cars has the opposite effect. Can't these fools make up their minds? The people are being herded this way and that way like sheep.

We've also heard talk of a tax on miles driven, which would end the favor shown to efficient cars, and also require that government have even greater intrusive powers to monitor your private life. This nonsense is coming at us so rapidly that I don't know which way to turn.

Governments have an endless hunger for more money and more control; America was founded to counter that trend, and for a couple hundred years we got away with it. Alas, we are now abandoning our precious heritage in favor of soothing promises made by corrupt lying politicians. Go ahead, throw it all away so Mussolini can make the trains run on time. Don't get me started.

They have made up their minds they want to create the most cryptic tax code possible as it gives them more power. Most of it sounds well meaning at first, and some motives are not pure evil, but when enough politicians talk....

Using less oil is good for the country, but many government incentives have been to use more oil. This backward Virginia tax is one of those incentives government does to make us less efficient. Most of the time when a politician makes the tax code more complicated it hurts the country.

I guess those of us who can, should avoid buying gas or anything else in VA until this situation is corrected. What will the people of VA do during the next oil shortage crisis when all they have are the large inefficient SUVs that they are being encouraged to drive? McDonnell is really setting his state up for that day, which will surely come. Smart Virginians will continue to drive fuel efficient vehicles. A hundred bucks a year is cheap insurance.

...I like your sentiment, but we're talking $5000 taxes on a $24,000 Prius (held for 10-yrs). I don't see that working for me the next time I buy a car. I don't know if leasing is one way to get around the taxes.

VA has a historic "hated" property tax problem with cars. Gov. Gilmore in 1998 stopped the problem for about 10-yrs, but Gov. Warner reverted in 2002, it's slowly coming back to be a problem.

Okay, but assuming you are going to drive some vehicle and you will be paying taxes on that vehicle, then you have to compare that 5K against what you would pay on another vehicle you would consider driving (not one that's 5-10 years older).

BTW, I've lived in several states. It costs x amount to run a state, and they get you for the same amount, one way or another. If you're paying more on vehicle property tax, then you're paying less on another tax.

One would get a good MPG non-hybrid. You'd probably pay $6000 less for vehicle and save $3000 in excess taxes on the Hybrid. Basically Good-bye Prii in VA. Prius is worst case on Taxes (in VA): higher sales tax, much higher property tax (due to less depreciation), not to mention new $100/year fee adds up to $1000 0ver 10 years.

That is definitely not true. You don't get what you pay for, and all states don't tax and spend equally. I have lived in Texas and California, and taxes are much higher in California. Services are lower, but not near the difference in taxation. Most of the money in California gets flushed down the toilet. NY, NJ and Connecticut are much higher than most states. My relatives in NY state have no ends to complaints about how much they pay, and they don't even get good weather.

I never said everyone gets what they pay for or gets the same services for what they pay. I only said (based on my personal experience, not hearsay), taxes are about the same (all totaled).

So if I'm living in Virginia and paying property tax on my car, maybe my real estate taxes or state income taxes are a bit lower. I have lived in states with no income tax and states with income tax - the taxes are about the same, just in different places. Same standard of living, plus or minus some government services. I'm not going to split hairs. The states know what they can milk you for, and that's what they take. They spend it on what they want to.

That being said, the VA "Prius Tax" is a rotten tax.

We should hear fairly soon...the Gov has until March 23 to sign the bill. Meanwhile we have 6000 of the 10000 signatures hoped for as of last week...

Here is an update on the NoHybridTax.com petition-

So far they have about 6500 signatures.
I believe the plan is to present the petition to Governor McDonnell on Monday March 18 or shortly thereafter.

If you are willing and able, go to NoHybridTax.com and sign.

My impression is there is growing realization that the hybrid fee does not make sense, as hybrids already pay quite a bit of tax in VA. But possibly the governor signs it anyway - my guess is he will at least soften stance. The next opportunity to change it is 2 years from now, my state senator told me. At that time we either have a tea party repub Gov or a elec car co. owner dem Gov, and probably neither likes the fee (my thoughts).

We somehow need to walk backwards the repub idea that hybrids not paying fair share in VA, when in fact hybrids paying high taxes in VA. I would like to see a study but cannot get traction on that so far.

Here is the press conference today on the NoHybridTax.com petition, as it was being delivered to the Gov. It's a little long, but gives a pretty good list of arguments against the tax. The hybrid tax was so hastily organized, they apparently even ensnared moped owners with it. We still do not know what the Gov is going to do on it, probably he will at least let mopeds off the hook.

They should make the tax on nova residents only, as the funding is destined to go there after their plans to put tolls in the southern part of the state to pay for nova roads failed.

wjtracy I hope your crusade works as good as our efforts to eliminate the proposed toll roads did. Send them back to the drawing board, 3rd times the charm.
