You will need to remove the bumper skin. There is a posted PDF on that procedure somewhere. Will look for it but it is pretty easy. Few lag bolts below and clips in the wheelwells. Oh yes, I have it in one of my own threads! Here is a link.
i am fitting engine block heater,,,,....so i was looking for place for plug,,, at the moment i just have the plug[female] tied with cable tie in the grill. i would prefer just to remove grill only and not whole front but if thats the only way so be it
You might be able to remove it without taking the whole bumper off. I'm not saying it will be easy, but possible. There are 16 clips holding it in place (see picture.) I remember having to re-seat one or two of them when I washed the car once. I don't know how they became dislodged, but they snapped right back into place. Let us know how it turns out.
