CALIFORNIA - PHEV Conversion HOV access AND/OR $2500 4KWH PHEV Rebate?

    For California residents...

    Anyone want to share in legal costs to ensure California addresses these questions?

    If PHEV's are SULEV, and SULEV's qualify for HOV access:

    And Conversion KIT manufacturers must charge $1000 (E.g. Enginer.us) to California residents to cover the extra warranty period required for CARB:

    And California is offering $2500-$7500 rebates for... well... let them tell you what for:

    THEN shouldn't we be able to have a process to install a CARB-compliant 4KWH PHEV conversion kit, get the appropriate rebate(s) and also qualify for HOV lane access under the new laws?

    Again... Anyone want to share in legal costs to ensure California addresses these questions?

    If it was that easy to get the green HOV sticker, then people wouldn't bother buying factory PHEV.
    There are no aftermarket conversion kit that can qualify for the green sticker in CA. The battery warranty must be covered for 10 years 150k miles in order to get the HOV sticker. There are no aftermarket kits that can match that. Also the vehicle must meet Enhanced AT-PZEV certification. Adding a PHEV kit will not make the vehicle meet the Enhanced AT-PZEV rating. If you want the green sticker, sell whatever car you have and buy a Prius Plugin or a 2012 Volt.

    Enginer.us mentions California residents must pay an extra $1000 for CARB warranty.

    -- If a NEW 2012 PHEV with ~4KWH battery can qualify for these benefits and incentives, then when can't I convert my own without spending $35,000 to get the same if the vehicles are ultimately the same in terms of emissions? This is what attorneys are for.

    CARB warranty covers the unit for 5 years. It's basically an extended warranty. 5 years shy of CARB requirement for HOV. Also adding Enginer kit will not magically turn the Prius into Enhanced AT-PZEV.

    If the extra $1000 Enginer.us requests from California residents for "Note:California resident needs to add 5 year extended warranty ($1000) per CARB requirements.
    Extended Warranty Pack for $995.00 Includes 5 year part and labor warranty instead of 2 year limited part warranty"


    Then it would seem they are not up to date, and charging for something that you don't receive as a result of the purchase (CARB compliance).

    What does magically turn a vehicle into an Enhanced AT-PZEV? It seems that CARB is playing a shell game with terminology applied to these vehicles. See link here: http://en.wikipedia.org/wiki/Partial_zero-emissions_vehicle

    "CARB also prepared a TZEV (Transitional ZEV, formerly Enhanced AT-PZEV) category for plug-in hybrids (PHEVs) and hydrogen vehicles. (Not to be confused with Hydrogen Fuel Cell Electric Vehicles which are certified as ZEV or Zero Emission Vehicles) In addition to the 15 year or 150,000 mile warranty for zero evaporative (fuel system) emissions, and SULEV tailpipe emissions, PHEVs must also warranty their traction battery for 10 years or 150,000 miles[2]. While PHEVs and hydrogen internal combustion engine vehicles exist, none meet this stringent standard."

    Seems like all that is missing in this nonsense from CARB is a 3rd party company that will provide a service to assess and provide a warranty.
