Is the PHV Prius considered an 'electric' car for HOV tags?

    Correct, under the present law only pure EVs can charge at public stations labeled as EV charging stations. There is a apparently a bill pending to change it.

    However, it does make some sense, a Leaf owner sure has a lot more "need" for the charger than a PHV prius or Volt owner (who more or less just want it).
